To your coin ... it is very difficult to gauge the luster from your photos. Also .... assume it is raw? ... but it appears that you have taken the photos through some sort of holder? The holder (whatever it is) is blurring the image.
I am not able to offer an informed opinion on grade from the photos shown ... but can offer that the high points of design that will first show rub are the obverse hair above the forehead and left of the ear and on the reverse the corn cobs at the bottom of the wreath.
If these are un-rubbed with original luster then you have an MS coin ... again ... I am unable to judge from the photos.
To your question of
TPG ... for sure I would prefer ANACS over IGC ...
This coin has a circulation-strike mintage of 29,825,000 and is readily available in MS condition un-slabbed. Be sure you are prepared to pay $30+ to slab a coin that is really not that valued in say MS63 state.
