Just got this letter from paypal: Dear XXX,
We recently changed our pricing so that all PayPal customers can receivemoney from friends and family within the US for free. PayPal merchants receiving money as payment for a purchase, continue to incur fees. We're not sure if you are aware of this, but we noticed that some of your customers are sending you personal payments for purchases. Unfortunately, this violates our rules, and we need your help correctingthis. Please don't ask or allow your customers to use personal payments to pay for their purchases. If we continue to see such activity after May 26, 2011, we may have to disable your ability to receive personal payments, and then you will payfees for all money received through PayPal. You can find more information about payment types and fees in sections 4.2 and 8 of our User Agreement -- just click "Legal Agreements" at the bottom of any PayPal page. Well, they are in business to make money by providing a service, right? Apparently they would like to be paid for that service.
If they are mistaken, or it was an honest mistake, then you should let them know. If not, then you are in violation of their terms of service. Seems pretty simple from here. Just sayin'.

They have sent this e-mail out to numerous people over the last year. Are you doing most of your buying/selling using "Personal" with no fees?

Some of the biggest abusers are right here on this forum and will end up ruining it for everyone.... as I said months ago.

Not sure what this means - are we saying no one can sell on ebay and except a personal check, or USPS Money Order? Or is this an internal paypal thing, like you agreed to use paypal, and then didn't? I'm so confused, but nothing new! I'm a recent paypal customer, and have only used it twice; one ebay sale they allowed me to use my visa card, then the next one they kinda made me get a paypal card in the middle of a win. Wasn't a big problem for me, but I felt bad for the seller, held everything up for a couple days...

Do a forum search for "paypal gift" and you will get 52 pages of results. 51 of those pages are in one of the B/S/T forums (including the "ended" forum). Agree with scubu and I also warned about it months ago...my feeling is that if it continues,PayPal will simply eliminate the gift option.

No, they are saying that if you use PayPal, you must use it in accordance with your user agreement: purchases must be logged as such and pay a fee. Personal gifts may be marked as such and are exempt from a fee. You really gotta watch it with PayPal. It's NOT like a bank account that is required to give you certain access to your funds. If they decide that something is hinky, they can freeze your account during their investigation (and there is NO motivation for them to be quick about it). For this same reason, I encourage people not to leave a large balance in your PayPal account. Pay your ebay fees, then sweep the account clean. They may be investigating a $10 purchase and end up freezing the $2,000 in your account.

I try to keep no money in my paypal account at all times, I also advise that you only use paypal gift for purchases if you receive high volumes of regular paypal payments. If you do plently of business on ebay for example, they wont really care much about a few pay pal gift transactions.

Agree 110% and I never understood why anyone would have thought it was ok to do this. On this one, I am siding with Paypal 100% and say good. And keep in mind I sell on ebay and occasionally on forums, and do some buying on forums. Ethically I felt it was wrong that so many people were doing this and then thinking it was ok as well. Just my 2 cents...

I wish PayPal offered a 1% purchase option when using cash but they don't. However, they only make 1% when someone uses a credit card to fund a "PayPal Purchase". The reason? Your CC company takes a 2% cut off the top, leaving PayPal 1%. But.....PayPal takes 3% on a "PayPal purchase" using cash or PayPal balance. It makes little sense and that's why PayPal Personal has gotten so common. It's not a Gift, I don't use Gift. It's Personal and Payment Owed. I'm not a business and I'm not buying from a business. It's a payment owed for a personal transaction when it's collector to collector sales.

PayPal personal is "Free when the money comes from PayPal balance or bank account." But costs 2.9% + $0.30 "when the money comes from a debit or credit card or PayPal Credit (the sender decides who pays this fee)." Here is PayPal's list of definitions. Under these definitions, buying a coin from a forum member is certainly not a personal payment: The payment types for a purchase are: Services: to pay for things like your internet service. Goods: to pay for non-eBay goods. eBay Items: to pay for your ebay purchases. The payment types for a personal payment are: Gift: to send money as a gift, like for a birthday. Payment Owed: to pay your friend back for your share of a dinner bill, or to other item that your friend paid for you. Cash Advance: payment not involving the purchase of goods or services. Your credit card provider may charge fees for a cash advance. Living Expense: to pay for things like rent or utilities. Other: for other reasons that aren't a purchase of goods or services.

I fund PayPal from my bank account and haven't had any fee problems. I think if both buyer and seller fund that way, the buyer can do a personal payment and NOT incur a fee.

okiepb - you need to set up a seperate bank account that is NOT linked to your paypal account. If not, you run the risk of having your balance stolen by paypal.

I don't find it ridiculous. PayPal is technically able to transfer funds arbitrarily from any linked bank account. I too keep a bank account linked to PayPal and only fund it when I have to. If I transfer money from PayPal to the linked bank account I later move it to an unlinked account as soon as I am able.
My faith in PayPal is zero, mistakes happen and if I'm going to fight with a company over money I'd prefer that money was safely in MY hands and not within reach of theirs. Any potential problem takes on a much different tone when they are not sitting on your cash.
