I personally know this dealer and he is as honest as the day is long. His store in Hagerstown, MD also displays a sign saying something to the effect of, "Welcome to a local policeman-owned business."
I like his shop because it is one of the few that when you walk in, what you see are cases and cases of coins. It reminds me of the good old days before coin dealers also had to become jewelry and baseball card dealers just to stay in business. I have never been the only person in the shop when I was there.
If anything is found wrong with this coin you can guarantee he will make it right. However, seeing as in the past he used to grade for NGC (or was it PCGS?) - and has had whatever training on it they require, I can say what he says about a coin can be trusted (actually, its his son who does the internet business from a corner of the storefront).
He is a down to earth, level-headed individual with what seems to be good common sense. He is my first choice dealer for the hobby as the other locals just are not as professional and have nowhere near the inventory (all are nice people though).
In fact I plan on visiting him sometime (hopefully in the near future) to make a few better purchases. The last coin I got from him is this one:


I had been looking over some
Seated halves he had in the case. He told me he had a few nicer halves in the back and brought some out. When I chose this one, he looked over his shoulder, told his son to take it off of their
ebay store, and immediately told me the price was lower than what I saw b/c, since it was
ebay stock, the marked price was a reflection of
ebay costs added in. I was willing to go the marked price even before he brought this up (talk about a way to gain trust)!
And he proceeded to take off an additional 20.00 I believe (sorry - brain is rusty sometimes).
