Cleaned. The dark spots/stains are concentrated only in the corners and grooves, around letters, but not on the fields. this indicates a cleaning: a wipe or rub most likely.

If the color in the pic is accurate... dead givaway for cleaned. Tough date and nice grade none the less, should turn back to brown eventually

The 11-S is one of the tougher coins, probably about $30-35.

Looks like F-15 to me. I agree if the pic is accurate representation of the color then cleaned.
