I reported this one to the Secret Service. It is in direct violation of Hobby Protection Act and is defined in Sect 304.1 paragraph (d).
"(d) Imitation numismatic item means an item which purports to be, but in fact is not, an original numismatic item or which is a reproduction, copy, or counterfeit of an original numismatic item. Such term includes an original numismatic item which has been altered or modified in such a manner that it could reasonably purport to be an original numismatic item other than the one which was altered or modified. The term shall not include any re-issue or re-strike of any original numismatic item by the United States or any foreign government."

Forget the part about this probably being illegal.
Look at those cents with that ridiculous design, they suck pretty bad. I think I can make one of those myself just by taking a needle and scratching the coin up a bit. This is the worst 911 tribute I have ever seen.

I reported it also. Hoping more reports will increase the chances that ebay will pull the listing.

I think that this guy is really smart! I think what he is doing is a great Idea. I would change the description and remove all the lies he added. He can't claim to have the "special die" for the special set.

Why would ebay pull the auction? I see absolutely no ebay rule violation and nothing about it violates the HPA either. The "special die" he refers to is a custom-made counterpunch, the host coin is a genuine 2011-D Lincoln Cent. As far as the item itself, I find it incredibly crass and dishonorable to those who lost their lives that day but there is nothing to keep him from selling them. I do believe it is the same person who posted one here a few weeks ago to judge sales potential. I made my feelings known about his lack of ethics in creating such an abomination, I think the sales pitch posting got him locked as well.

I don't think he's violating the law or ebay rules. He clearly states in the description that it is a post-mint design. Deceptive yes, but not illegal. Heck, those $50 Gold Buffalo ads that they show on TV are more deceptive than this.
