These were sold as novelties back in the 60's and 70's through newspaper supplement ads in Sunday papers. Sold for less than a dollar (plus the inevitable shipping and handling charge). They were made by counter stamping the coin. There were others made, too. I remember a Lincoln facing Kennedy and a nifty little coincidences brochure outlining the similarities of their assassinations. They sold millions of these things.
