It looks like it has a lamination flaw running across Lincoln's face.

Yes I definitely see that, pictures aren't great sorry, but there's definately the Monticello building running under his chin, do you think the date might be an error and it's a 49 and not a 19

Definitely a 1919. I don't see anything except the lamination and normal circulation marks.

If you are seeing the Jeffferson Memorial on the back of this coin it will be damage of some kind. (Possibly the reverse of a nickel pressed into the cent.)
A clear full coin image might be helpful to tell what it is and how it occured.

I think it's a combination of damage, wear, lamination and Pareidolia. Pareidolia is a psychological phenomenon that almost everyone has experience from time to time.
The first US coin motto was found on a 1792 half disme and read: "LIB (erty) PAR (ent) OF SCIENCE & INDUSTRY"

Agree, multiple lamination issues. Any suggestion of Monticello is like seeing animal shapes in the clouds.

Classic lamination issues. The thing under the chin is pareidolia-induced.

Jefferson nickels were not designed till 20 years after that coin was struck.
