That is a dug coin. You may have a metal detector it's in your area putting there finds back into circulation.

Again, an improper annealed coin is very rare. Every colored coin you find is not an improper annealed coin.

Likely found sometime by a metal detectorist and was buried in the ground for awhile. Coins fund that way often look just like this.
