So I aquired this as a gift... it appears to be very well worn and the liberty at the top is almost worn completely off...I am not expert and I am at the communitys mercy here as to wether the coin is legit or not... thank you all for your time..

looks like a one look counterfeit to me.
I've been collecting for a couple years (2017). Favorite Coin's are Standing Liberty quarters, Working on my type set: "knowledge is power" -Thomas Jefferson | Coffee, Corvettes, Coins & the CCF what could be better?

Actually looks possibly authentic to me. Detail is maybe Fine-12. The narrow rims with wire-like raised edges are common counterfeit indicators. The lettering, date, and devices however look much better than you see on the typical modern fake.

Perhaps the suspicious rims and obliterated Liberty are damage caused by a brutal mounting in a bezel. I'd measure the weight and confirm the coin is not attracted to a magnet. If it checks out it might be worth a submission to ANACS. A damaged but authentic 1799 dollar will still have decent value.

Is there a background story for this coin?

Total Chinese fake; I wrote a Coin Week article on this "family" of fakes.

Latest version removed from eBay today- see anything common on the reverse?

My thought is OP's coin is fake. My reason is that the stars in the obverse on the right hand side are punched too close to the rim. The stars touch the rim even when not elongated.

The gouge in the 4th set of vertical lines in the Shield is identical on both pictured coins.
