1897-O Morgan Rim Error?

I found this coin in the cull bin at my LCS.
I didn't realize until I got home that something weird is going on on the rim.
At first I was a little upset because I thought they sold me a fake but it literally has all the bells and whistles of a real Morgan. It passes the ping test, it sounds like silver whenever I clank them together with my other cull Morgans in my hand, is passed the magnet slide test with my neodymium magnets, the strike looks authentic. Nice high VF/low XF details. It weight slightly overweight for what a Morgan is supposed to be. Probably due to the extra material on the rim.
Does anybody know what the heck this is?

Out of my wheel house but looks like a partial collar
I've been collecting for a couple years... Favorite Coin's are Standing Liberty quarters, Working on my type set | Coffee, Corvettes, Coins & the CCF what could be better?

Looks like a collar issue,if genuine it should be worth a lot more than melt. tissue test? Meganet test?VAM?Not my area,but the color looks off and so do the reeds.
