Well hello Nancy, I think that it is listed as a lamination error, the only error I see is the seller thinking it is an lamination. Lamination happens quite often on War Nickels and I suppose it happens on all sorts of coinage.
I think it has to do with the planchet when it is struck, it may be a defective blank with impurities and the pressure from the strike makes it separate or flake off on the surface and leaves a lifted crack or portion cracks off.

This looks like a damaged coin and not an error to me.
