This past week I've sent out 14 packages worth of silver coins and bullion. 13 gave a+ feed back. I charged 4$ shipping (1+ every extra item).
This man ordered a Canadian silver maple. Paid 32.63 + 4.00 (36.63$)
I send all packages through post office secured mail (costed me about 8$ to ship his package)
He messages me and said that the envelop was cut open and the maple was removed and taped back up.
I called the post office and they said that they have never heard of this. They said if someone was going to do that, they would remove the whole package and not leave evidence.
I don't believe him at all. He opened a pay pal dispute and so did i. I offered him half back but after calling the P.O. I don't want to give him half. He's going to leave negative feed back anyways so why would I lose half. Him gain 1oz of silver for 18$ AND leave a negative comment.
What should I do?

Having been through this a few times, I would say refund him the money and block him as a bidder in the future.
You could charge $12 for tracked shipping and avoid the problem. But then you would probably have got only $28 for the coin, so the cost of the shipping really comes out of your hide anyway. I have concluded that, on smaller items, the best thing is to take the risk (which I find to be about 1 in 250) of fraud or loss and just look at it as a cost of selling.
It is possible that the fellow is telling the truth.
I am not sure how you packed the coin, but I try to ensure that there is some ambiguity about what is inside the package. A maple leaf is a pretty big coin and unless it was in a pretty big mailer it would be pretty obvious that there was probably a coin or medal inside.

It sounds like a scam by the buyer if you ask me. For this reason, I don't sell coins/bullion on ebay. After taking out the Ebay/Paypal fees and considering the hassle you are going through now, you probably are better off just selling to a dealer. Around here, they buy Maples for about $1 under spot. You probably got charged about $5 in ebay and Paypal fees, so honestly you don't make that much more on ebay than you would selling to a dealer directly and getting the guaranteed cash without dealing with scammers.

>What should I do? There isn't much you can do, unfortunately. ebay will most likely side with him in a dispute. Block him and chalk it up to the cost of doing business.

if the package was cut open it happened after you shipped it your obligations were fulfilled. (its not like he's claiming you sent an empty package or didn't send anything at all) and you should point that out to paypal. cut off communications with the buyer if it starts getting confrontational and let paypal handle it.
sounds like the post office should be refunding him (you did insure it right?)
paypal may still refund him without taking the funds back out of your account. personally I wouldnt have offered any sort of refund, I understand the good-will factor, but I also believe that standing your ground lends credability.
keep your money, tell the guy to take a hike - 1 negative feedback can be overcome. if I see someone with 99 positives and 1 negative I read what was writen and go from there, so do most other buyers (at least the ones that you want to deal with!).
if you have less than 99% + then you might want to look at the way you do things, even if it's just packaging more descretely.

I would look at his feedback. If he has been on ebay for a while and has had many positives for similar items, it is quite possible he is telling the truth. Although, the cut envelope sounds strange. A thief (either within the postal system or who has access to the buyer's mailbox) would likely take the entire envelope and dispose of it later than waste time to cut out the coin on sight, re-tape up the envelope and leave fingerprints. Complaining to ebay is a waste of time. They will give the " ebay is only a venue and we do not get involved in buyer-seller disputes" line. This is why I only buy books, CDs and other items from Amazon instead, which stands behind every transaction.

Send him an email and I believe that this buyer should reply within a certain period of time controlled by ebay support center. Here's the important question:WAS IT A LETTERMAIL? In my memory, lettermails have no tracking numbers. If it was a lettermail, this case could not be handled without evidence from the post office.. In my understading, you might have sent it as a parcel. This means, there was a tracking number. Here is the first step for evidence:You must ask the buyer if he/she still has the so-called "opened" package. If not, then you should not return any money. If so, it must not be damaged. None of the original tape should be ripped. If really in need, please do my step. If you have further questions, please post. Remember for next time, don't offer half price before you know exactly what to do. If the coin was very valuable, no one here would be able to help unless anyone knows law. By the way, if the coin was shipped from Canada to US, the customs have every right to tax or take away the content of the mail. They might have opened the mail and not sealed it properly. This is a different story and only considerable if you mailed it to the United States.

I once had an ebay buyer file a grievance with paypal over a package I sent to him in southeast Asia that didn't arrive after 6 weeks or so. Paypal required me to scan and email a copy of the shipping receipt, proving I had sent it, and then promptly closed the case.

Since he opened a dispute right away l think it may be a scam. Unfortunately things do get lost in the mail and some get stolen. lve had things arrive taped up (damage occurs in the sorting machines) and even bagged by CP. l have had a few things not arrive from both sellers and buyers - a whole box of pennies disappeared once. Most times if they are sincere it can be worked out between each other.
As smallcentguy said try to make it unsure what you are mailing, he and l have bought from each other and simply traded with each other and over the course of MANY envelopes going back and forth never has there been a problem - we both package so its hard to tell whats in the envelope.
Other than that, cut your losses and block him like you've been told. lt does happen but the number of honest buyers and sellers makes it worth the risk in my opinion.

Ask him to open a theft report with USPS. Means if the person making the report lies, then they will be committing a felony.
Buyer needs to STEP UP on their end to resolve this situation.
