The circle is damage from a coin rolling machine. This makes the coin worth no more than face value, so its a spender.

...and to add on, it's not a "No S," but just minted in Philadelphia, as a business strike. No mintmark stands for Philly.

Gumball Machine or damage from a old style change holder you twist the bottom and it pushes coins up. The inside parts grinds into bottom coin as it pushes up.

Rolling Machine Damage is similar but closer to edge of coin.
