People tend to do strange things. Perhaps it was part of a roll that was bulk submitted?

He thought it looked clean enough for a 65?
I don't know if ICCS has any discount for bulk submission, but some TPGs do. Some people submit one or two random coins to get that discount.

That grade doesn't make sense to me, my coins must be MS-66 & 67's, according to that one.

Looks to me like poor storage conditions and humidity got to it.

How does poor storage and humidity "get to it" sealed inside two layers of ICCS plastic?

Well I am a complete fool, just today I brought 52 rolls of pennies to the bank, and believe me most of them were spotless and many uncirc.
I can imagine the talk over the lunch hour about that one at ICCS, lol.
