Definitely cleaned. I'd have to give it G-06 details.

I can't go higher than VG-08 details; it is likely G-06 details as coinfrog mentioned. Really hard to grade it because it has been cleaned/polished to death.

The key for Indian Heads (in lower grades) is the headband. You have to be able to see at least one letter in "LIBERTY" to get a VG-08. You've got full rims and clear devices so at least G-04. The devices are clear so I'd bump it to G-06, but there is plenty of signs of cleaning (in the little bits inside the letters is still grungy) and other really shiny bits. Long story short, I agree with the others. :P
Rest in Peace

Silverexile - Keep in mind as you buy that, essentially, this kind of IHC is a cull and has little if any resale value. Harsh words, well learned.

thanks for all the comments. These were a small pile of IHC in a bag for essentially 65c each.. With little opportunity to inspect. I had never bought IHC before so thought it was an opportunity to search and learn. Lesson learned and it really shows the value in inspecting and photographing.
Oh, and there was a Liberty Seated dime in the bag which I saw and really wanted, so all good..

VG details. It can't be a # grade since it's details. A TPG would not put a # on a details coin.
