I seem to recall reading about this specimen in a magazine. I find it to be particularly interesting in that because of its toning, the GSA's sorters deemed it didn't even qualify for placement in one of their "Uncirculated" marked holders.

In any event, it seems to me that this has been on the market on and off for some time now. Does anybody know if this has actualy been changing hands? And I'd like to know what the rationale is for listing it on ebay as opposed to placing it with the likes of Heritage, Goldberg, or Stacks Bowers.

The posting on ebay is advertisement. If a buyer was going to buy this coin, the buyer would contact he dealer directly and negotiate the price, or a seller could be listing the coin on ebay to set a value for the coin before it goes to a Major Auction.

You are correct the coin has been listed before and the general consensus was the coin was over graded, and that may be why it has not gone to auction as the coin may not deliver the high price.

Usually high valued coins on ebay are just advertisements.

THAT coin has been scrutinized here and the consensus is that whomever buys it better not attempt a crossover or crack out and resubmission.

It's on ebay for advertising with the faint hope that some uninformed buyer might fall in to the trap of buying it.

I don't know how this coin got an MS-68; maybe the toning threw the graders off?

That reverse has enough marks to limit it to MS-66 or so in my opinion. Is an MS-68 really worth what that coin is listed for? Seems way too pricey.

67 Redbooks for around 5k so is the one and only better worth that jump is the question

It is only worth what someone is willing to pay. I would bet it's not $149k.

PCGS has graded 2 at 68 and 1 at 68+. The 68+ sold June of this year for $85,187.50. The question is how much does the GSA packaging add to the premium?

Yes, there are registry sets for GSA coins.

Interesting that there are two 1884 CC coins graded MS 68 by NGC, and it appears the other coin is not GSA. In the Morgan circulation registry set the none GSA coin has a point value of 8900 and this GSA MS68 has a point value of only 6630. In the registry sets the GSA coins often are about the same points and sometimes add a premium in points. It appears that NGC may know that the coin is graded too high from the points awarded for the 1884 CC GSA MS68.

In answer to the question about not taking it out of the GSA package, I think there is more premium associated with it staying in its original packaging. I agree with the above sentiment of it being overgraded, and what is the black rim spot around the 10 o'clock position on the reverse? Wouldn't a blemish like that alone knock it below a 65 grade?
