NGC - NGC will offer new label to celebrate the release of the 2017-S Proof Silver Eagle, which will be released in a set limited to just 75,000 pieces.The US Mint has announced that the Congratulations Set will go on sale April 4. Surprisingly, the Congratulations Set contains an S mintmarked 2017 Proof Silver Eagle, not a W mintmarked coin as one might expect. Only 75,000 of these sets will be sold, which will make the 2017-S Proof Silver Eagle the second-rarest in the series after the famous 1995-W.  All 2017-S Proof Silver Eagles will be attributed with "CONGRATULATIONS SET" on the NGC certification label. NGC will also offer a special San Francisco Trolley Car label (#854) for no additional fee. This label will be the default label for these coins. IMPORTANT NOTE: The San Francisco Trolley Car label will not be available until April 19. If you would like your coins back prior to April 19, request either Blue Early Releases (#378) or Blue First Releases (#379). Submission Instructions Submit the Congratulations Set under the Modern grading tier or higher. If Early Releases or First Releases is desired, select Early Releases or First Releases. If you do not want the Early Releases or First Releases designations, the San Francisco Trolley Car label will still be included by default for no additional fee with the Modern grading tier fee. The default label will be NGC's San Francisco Trolley Car Label #854 (shown below):   If you would like Mint packaging returned, select "Return Mint Packaging" in section 3 of the NGC Submission Form.  Please note that NGC's First Day of Issue designation is available for qualifying bulk submissions only.

I like how there is no mention of this coin being slated for the LESPS and that the second lowest ASE ever minted will at least move to the 4th.

I wish PCGS and NGC would quit making specialty labels.
I am probably just an old purist fuddy duddy, but I like to collect all regular blue label (PCGS example). I want the same label for every coin and the same style.
I don't want some to be blue, some to have nature scenes, some to say First Strike, some to have trolleys...
Oh well, my sad rant over.

Since there was no household limit it looks like NGC or one of their downstream conspirators bought the bulk of the sets to put in their fancy label to sell on HSN.

I'll go the other way...HSN buys a bunch and sends to NGC as usual. Cost to NGC zero PLUS they get a bunch of cash for grading those coins.

I'm tired of these special labels as well. When I read the Mint was producing up to 150,000 of the 2016 Reagan Coin and Chronicles I thought they missed a golden opportunity for an S mint proof with that set. Especially with the 30th Anniversary but they never called me to ask my opinion or advise.

I agree, Debrajc, they would have done well to offer something besides a standard proof W ASE in the Reagan set.
