It is a zinc core stinkin zinkin suffering from zinc rot, zinc exposed to the elements corrodes, that "popped" zinc zit used to be the D mintmark. As to the date, looks like split plating and rot again. Not any error and is a quick spender, no value over a cent.

The the raised area on the reverse is opposite the punched in area where the mint could be, it may just and been damaged with a round punch. (making the reverse to rise) It happens to the worst and best of coins:

The appearance of the E in WE is due to Die Deterioration after striking so many coins. It looks to be a regular zinc cent with zinc rot under the date, but the weight would help to tell just in case.

@ML, first welcome to CCF. Second, I agree with the others that your coin just has normal wear and tear plus was struck on a deteriorated die. This one isn't treasure--better to move on to the next one (which I hope you will also post here).

It is not a copper cent. The weight are different between the two. But one thing that tells me you coin is a Zinc from from just looking at it is the fields. Note how rough they are? That is because at the time they had an issue with zinc dust getting plated on the zinc planchets. It was later on that the issue was fixed with a rinse that help a lot. Just seeing that on your coin tells me that it is a zinc cent.

For about $12 you can get a nice and simple digital scale off of Amazon. Zinc cents weigh about 2.5 grams, where a copper cent weighs roughly 3.10 grams. I have yet to find a 1983 that is copper, but I still weigh them.

1982 can mix between copper and zinc as that is the year the copper was phased out.
