Sure is. Looks like a nice EF to boot. The D/S is also the scarcer of the two "big" OMM's for 1950.

On the right side of the MM there is Machine Doubling there.  ( Machine Doubling can happen also on RPMs, the same way as doubled die can be affected with MD) The RPM is on the NW part of the mint mark. The MD is on the east side of the mint mark. They both can happen and did on this coin.
