An interesting place for what looks like a small die chip. Is that what you are thinking?

The all caps is not very pleasant to read, but aside from that your coin looks normal. Some Die Deterioration going on and a die chip but that's all I see. Maybe you could elaborate on what you see? -CH27

@DE ok thx for the clarification. I have not see this sort of thing where a letter/number is struck properly but then part of that digit is broken off and moved to a new location on the coin without leaving a mark. I wonder how we would differentiate this from a die chip that happens to be roughly square and the same width as a digit?

Here is a comparison of your coin (right) and a normal PCGS graded coin (left): There is no difference in the 4 of the date between the two other than the upper right of the cross bar. That is at most a die chip on your coin. What is the "Broken R" error you mentioned more than once? I haven't heard of that. I can think of a "skirted R," but that's also a die chip.

What I see is early stage DDD on the bottom of the 4 and a die chip on the cross bar. Nice die chip. John1

I see what you are saying, but can you educate me as to how to tell this is the bottom of the 4 rather than a die chip?

I'm leaning towarss a struck through debris. You can have a struck through that moves: That is what I'm seeing. A peel off the 4 that moved a bit.
