Fantasy issues by the looks of it. In addition to Spreutt's observations, the last one is trying to sound like mimic (parody?) something like this:

Note similar wording with deliberate misspellings.

These items are genrally known in numismatics as "funny money" - objects made to resemble paper money, but intended for advertisement or propaganda purposes. The theory is that if you give them away, or put them in people's letterboxes, or simply toss them on the sidewalk, they look enough like money that people will stop and pick them up and read them. If you're getting people to read your message, it's "mission accomplished" for the advertiser.

They do have to be careful, however, that they don't make their notes look too much like the real thing, lest they fall foul of counterfeiting laws. Here in Australia, the Seaman's Union has a long history of making political porpaganda notes. A decade or so ago, their notes were so realistic-looking that peple were spending them, and the Union was taken to court for breaching counterfeit laws.
