Looks more like a lamination or a struck through debris. Note how it folds over the edge. I'm leaning more towards a Stuck though error.

No, it's not PMD. It's a legitimate mint error. Looks like lamination. Good pictures!  !

Thanks for the feedback USSID18. Pics are taken with all 8 led's on the scope. But it seems to be a problem with "shinier" coins, so I cover most of the lights for those.

I'd save it. It is an error coin. But probably not a big premium coin. Something to show to a new collector as an educational piece.

Lighting is always an issue with these things. It's not worth much more then face. Why spend it though? I'd rather see you give it to some little kid.

It is definitely a lamination flaw.
