I found a 1970 d Lincoln Penny that is struck over a dime...on the obverse and Roosevelt head and writing on reverse can someone help me identify this error if thats what it is.

Well, without photos I'm guessing it's glue or some other substance. Try flicking it off with your thumbnail.

1). Switch to "Full Reply". (The grey Full Reply button is below the"Quick Reply" box)
2). On the "Full Reply" page look for "Posting / Uploading Images" link in the yellow box near the top of the page. Those links will help you size, edit and post your pictures to your thread.

Ok? What makes you think it was struck on a dime? I see two pictures of what appears to be the obverse of a 1970 D cent.

It looks on the reverse under the memorial it looks like the base of Roosevelt head between the N in one to about the n in cent with lettering around it...also on obverse it looks like the out line of the Olive tree.. lettering around the rim but I know that could be post mint damage but I don't think so... My grandfather had about 300 rolls of pennies in original bank rolls from the 1850s to the 1970s it come out of a bank roll

Well it appears to be full size and on a copper planchet so it can't be struck over a dime.

Unfortunately, your reverse image isn't showing up. Two images of the obverse only.

From the two photos above our coin looks to be a normal 1970-D cent.
If you really have original bank rolls of cents dating back to 1850's, that's what we'd really like to see, those 1850's rolls!
