Can I get these white spots off from a mint set being stored wrong?

Yeah it must have been struck by something or? My uncle gave me a bunch of mint sets but they had a hole here or there. Most if not all had white splotches or like this one is mostly white. I'm hoping the majority of the coin changes color and the brown spots stay. I put like 5 in acetone an hour ago to see what happens

Acetone might help a little. The surface of that coin is toast!

It is still 40% silver. So it is worth something. (Halves 1965-1970-D are partly silver 40%)

Yeah I was gonna ask about that. Whenever I hear people talk about looking for wrong planchet coins like these or the quarters of the 70s they always mention to look at the edge of the coin to identify. I can't tell one bit of difference from this and any other clad coin. Looks the same, I know to weigh it but what are they talking about?

Typically these are common enough you could get one from a coin shop - maybe even from their melt bucket - in better shape.

Yeah I know, I was asking why these guys on YouTube or in print are saying to look at the edge for those 40 percent wrong planchet coins. These 69s look just like a normal 72,83,99 clad coin
