Though the West Point Bullion Depository (and later Mint after 1988) existed since about 1937, it was just that for the longest time, a reserve for precious metals. Even today, minus the W quarters, it doesn't regularly produce circulating coinage. I once made the same mistake regarding Mercury dimes, Weinman's initials are right above the date exactly where the mintmark would be on a Roosevelt dime, so I assumed it meant West Point, but nah.
