Remember if you can think of a way to make the anomalies you see happen using tools, then almost always someone else did to the coin what you just came up with!

Looks like a Dremel with cutting wheel attachment. I used one for 10+ years, to cut individual rings off wire I wound up like a spring to make chainmail shirts with for the Renaissance festivals.

The cutting wheel is only 0.6 mm thick.


Edit - A hacksaw blade might do that also, but you'd have to stabilize the coin in a vise etc.

Could even be side cut pliers. Check to see if the cuts are over each other in rotation?.
