The original surfaces are long worn away so there would be no reflective surfaces left if it were a proof. I don't see anything to indicate that it is anything other than an extremely worn normal business strike.

The proof coins at that time were the matte proof and they were stuck twice and had strong devices. Nothing like your coin:  You have a coin that has probably been polished/over cleaned. Just a Wheat cent now.

A proof coin in circulation will lose its mirror surfaces after awhile...long before the details would be worn away to this extent. Thus you know its been polished.

As noted by Dr. coop, the proof of this issue never had a mirror surface to begin with. This is just a worn and artificially polished coin with little value and no relationship to a proof whatsoever.

Even though it isn't a proof, finding a 1909 roll hunting is still an accomplishment.
