Here is a slightly lighter view of the Obv. That letter E looks pretty rough, but I agree that it looks proud to the surface of the coin. I don't have a good description of what sort of post-mint mischief caused this though.

Yes, since it is raised, I am not sure how it might have even got there. But in your opinion definitely added after minting and not some sort of error? Would this have any value more or less than normal? On the one hand it is cool, but being man made, many would say it has ruined the coin. Being a CC also makes a value determination harder with something like this on it.

Being thet it's PMD, it would be a details graffiti, will certainly hurt the value of the coin. My only guess is the area directly around the E was tooled, giving it the appearance of being above the surface. Tough to tell from these pics but there are a few spots on the lower part of the E that appear that way.

It looks like some material applied to the surface, like solder. I see little blobs along the lines, like you get when laying down a line of caulk or writing with frosting on a cake.

The photos aren't clear enough but some reverse features do look misshapen (mintmark, eagle's legs and tail, STATES). Counterfeit is a distinct possibility.
