the 'extra' 7 is just random circulation marks or someone deliberately made some light scratches.

@molly, yes sorry but I agree with @oriole that the extra seven is just scratches and Pareidolia.

Random circulation marks. The second 7 is just a scratch and could be intentional or random. The devices are showing Die Deterioration Doubling.

IF the date was affected, then all the digits would show the same thing. Just not one device affected:
2007-D-Washington-State-Quarter-With-Two-7's-+-Lots-Of-Doubling
Just not seeing that on your coin. Also the devices would be raised, not incuse on a doubled die in the open fields for the date raised devices.
