The second nine does not match the first one, wrong size and shape. Both nines should be the same size.

It could be a mule, but I have my doubts. It would be nice if proven, but that needs to be done Could be a workshop job by a skilled metal fitter. The edge looks a bit sus to me. Appears to have one side of a coin fitted into the other, where the edge is mostly undisturbed. Needs very close in hand examination with a powerful jeweler's loupe. Interesting anyway, and I would still add it to the errors and varieties section of my collection, even if it isn't worth much

.... to the Community! Highly suspect coin. Either a Chinese counterfeit or a machine shop job. Not the real deal!

Grainy surfaces is making me think it is cast.
The letters of UST look suspect as well. Anf there appears to be a secondary wheat stalk at the base of the right wheat.

I would say cast as well. The 5 and second 9 in the date look off. Also, the way the bust meets the fields looks very suspect, has an softness about it. The wheat stalks also lack sharpness and depth.

Cool lesson. That 2nd 9 clearly has issues--not the least of which is the nearly closed upper 'loop'.
