I wondered if it was a prestrike lamination because of the reverse being weak on the 'N's? But it appears to just be peel. The devices would have more of a sharp outline on a pre-strike lamination peel.
TB , with a lam before strike there there will not be any high point details at all where the lamination striations are like on this 1960-D struck on a split planchet. If the coin laminated after the strike , some of the high point details can be seen as part of the striations like on this 56-D
Not on the prestrike lamination peel the outsides of the bust forms first. If there is a lack of metal the shape of the bust height and Memorial height suffers.
