I am trying to decide whether the 0 has a die chip or it was damaged after leaving the mint. I don't see a lot of evidence to tell me it was a strike to the coin. Opinions?

PMD. We see these instances of moved metal on the last digit of the date almost every week. In nearly all cases this 'feature' is the result of the coin being handled/processed in a mechanical device--such as a vending machine or the like.

It is almost parallel to the rim. Just slightly off.
