No it's called a Mis Aligned Die. To be off center both obverse and reverse would be off in the same direction.

This one look like a tilted die issue making fins on the outside edges of the rim.

But when they get flattened, the balloon has broken. But not the above example how it makes the edge taller in the affected areas. Most of the time, the coin wrappers flatten these.

Perhaps explains the origin of Finland--considering plate tectonics (pressure) and continental drift/collisions.
