May we see the whole coin? It looks like something's going on, but that's not quite enough to work with.

May be a vise job from the RVS of o Roosevelt dime... full RVS photos of your coin may help to see for sure what it might be

On second look maybe an inverse image of a West Germany Pfennig RVS. Still pretty sure it is a vise job though

It looks like the rim what altered with the devices from a larger coin. (Thus why the marks on the outside rim, appear to be devices)
