So I have a "Spitting Horse" quarter that I know but I can also see the last 9 in 1999 is different than the others & I think there is an error with both of the "E"'s in "THE FIRST STATE" can anyone tell me if what I think I see is correct & if so how much this coin is worth.

The "spitting Horse" is a "cute nickname" given to a coincidentally placed die break to make the coins more marketable. Typically die breaks this small do not bring in added value.

In 2005 the "going thing" was the "Detached Leg" 2005 Buffalo nickel which now is worth very little. Initially though the nickname had people paying large sums for the coin.

Your E's in STATE appear to be just damage flattening the ends of the E.
Looking at how many other damage/contact marks are o the coin, it makes sense.

As to value, a look at ebay SOLD (note that word) coins to see what people paid for them.

Depending on the cause? Sometimes devices are flattened on the coin. Sometimes a partial Grease Fill will make the devices shorter in height because of the deepest part of the device was filled. The devices are tapered, so the fill will make that device look wider and will be shorter. Sometimes die wear call DDD Die Deterioration Doubling will affect the devices in the direction of the closest rim. All three have no premium. They are coin events or die events. The fourth option, a doubled die can't happen on that area that year. The dies during that time have the DDO / DDR, in the central part of the design. So it maybe on of the first three events. The image just is not that revealing at this point.
