Sorry to say not a lamination error. Looks more like tape or some kind of clear residue left on the obverse. Try soaking it in water should remove it..Only worth face value (unless it has a rpm) I would also say acetone soak, but please learn about the precautions first

If nothing else, its a coin you can experiment on using 'conservation' methods. A last resort could be to use a white pencil eraser on the surface--but only after all else has failed. Emphasis is on experimentation. Not a lamination error in my opinion.
Or solder. Note the reverse? It looks like that area was heated. The weight of the coin will be heavy if anything that was not a mint error, would make the coin over weight. Now being a damaged coin.
