Looks like environmental damage. Note the uneven color on the reverse.

@alex, the best way to determine if you have an off-metal strike is to weigh the coin and compare with the mint specs. In this particular case, I agree with @numi that your coin is most likely toned/stained due to chemical or environmental exposure.

Also not the rim by the date? You can see the residue of being outside wiped off the coin. Just a metal detector find.

I agree, environmental tarnishing/staining/damage. We're seeing a couple of these a day.
