Looks like damage, but one of the cooler examples of deliberate defacement I've seen.

Thanks for responding... I am not convinced it's post mint damage yet because the wheat reeds and the lettering on the the reverse is there but off center.

@big, I know you posted a pic of this on a scale, but I can't quite read the whole display. Does this coin weigh 1.1g or 3.1g?

@spence it weighs 3.1 grams. If someone defaced that much off would the weight be lighter?

Looks PMD to me. Maybe a vise/squeeze job,I think I see transferred letters/numbers on the reverse. John1

I agree with a vise job but I don't think it was done with another coin but with some other material. I can see the lettering that looks like it is part of the original design.....before it was smashed. EDIT: The obverse is deformed from the pressure that was applied to the reverse.

Damaged. Material may not have been removed, but flattened or hammered on the reverse. The obverse fields have a "wavy" look to them (indicating deformation), and they should be flat.
