I would appreciate any comments as to grade, and then comments on what I am about to say. First of all I know the number one rule of coin collecting ..... never clean a coin. But in this case, even though I realize it would be a mortal sin, I believe that cleaning this coin would actually enhance it's monetary value either slabbed or raw. A 21 Peace dollar is one of the few key dates and this is about the ugliest 21 I've ever seen. Even in a slab with only a VF designation and a "Cleaned" comment from a TPG, I believe would fetch a higher price than if graded and left in this condition or ungraded. That's my opinion, now lets hear yours.

Are you saying the coin is now slabbed? I would try an acetone soak first. John1

Define you're method of "cleaning" and what steps will be taken for this process, if you will. My answer more or less depends on that. Taking steel wool to the coin? then I disagree, leave it be. Dipping (in ezest or similar acid)? then I disagree, leave it be. Using other methods that may subtlety improve the appearance of the coin; distilled water, acetone, xylene? Possibly minor electrolysis? Then I would agree. I'm not a fan of the toning/environmental damage, this one may always be a "problem coin", but yes, you can possibly improve the look. Easiest solution to the problem, avoid this example and hold out for another

Nope ...... it was ungraded and when I made this post the bid was at $51 with about 15 min left in the auction. I was prepared to pay $70 with my finger on the button and in the last 30 sec it jumped to and closed at $152.50. At that price I wouldn't clean it or have it graded. That's full value and grading or cleaning would only put you in a deeper hole. https://www.ebay.com/itm/274921618500

Not sure if all of the black stuff in the devices are dirt or toning - but I wouldn't be surprised if this coin was already previously cleaned and re-toned or if acetone would remove it (i.e., dirt or other surface contaminant).

The toning looks deep, so it won't all come off with a quick dip. I like the toning, it looks natural. I'd leave it as is. Of course if there is harmful residue like PVC, that should be removed with acetone.

It is a key date and obviously in original circulated condition. It is best off like it is. It isn't going to get any worse and will be worth the most left as is.

The coin appears to have some type of glue residue on the reverse that should come off with a acetone bath. Next, I would make it a pocket piece for two of three weeks and handling it a lot getting skin oil on the coin. When it is in the pocket, do not put anything else in the pocket. If you only handle the raised areas of the coin, the coin can get a circulated cameo look. I have turned a couple of ugly toners into coins with acceptable eye appeal with the pocket method.

Where do you find these coins? I picked up an AU1921 for $175 a few years ago. I would have skipped and passed this one unless it was melt. If this was it, I would pass. I think you need to start looking other places to get coins. Stop buying on ebay, most of the stuff your picking up is in my opinion way overpriced and honestly not really visually appealing.
