Well I haven't seen anything exactly like this before, but I still think it looks like damage. Odd how the rim has been sheared off in places, but that can't happen as part of the minting process.

Appears to be post strike damage--picked up while in circulation. I've seen many similar over several++ years of searching coins.

If you can imagine making a coin look like that by hitting it with a hammer, chisel, or other tools, that's likely what someone did to your coin.

First off: Weight? If weight is less than 3.11 grams, then it could be a planchet error? If it is normal, then the coin may have been damaged. So weight first.

My other scale has it at 3.15

There is a Mint tolerance of .12g on copper cents so your cent
is well within the accepted tolerance of between 2.9g and 3.23g.

I wish I could provide better pictures. But I guess the census is damage. That rim still had me pondering what could have happened to make it appear as if it was "peeled" or shaved off. Thank you guys for the help!! Y'all definitely know your coins!

May have been altered with a 'C' clamp because of the partial rounding on the areas in question.
