We found a similar penny. All steel colored. 1990. Any ideas on what we have here?

Nice pics! More than likely, some sort of environmental damage to the coin. There is much that a coin can come in contact with that will change its outward appearance.

It has a Ridge Ring on both sides. Is that considered a misaligned die? It looks like someone tried to coat it with something to me. Maybe plain old spray paint?

Not an error, what you have is Die Deterioration causing the Ridge Ring
and doubling of the date.

Yes, Die Deterioration. Nice example. Is the coin a 'true' steel color in natural light, or more like a pale brass?

@slin, first welcome to CCF. Second, the color may also be due to the copper plating having been stripped off so that 6ou are seeing the zinc core.

To answer the previous reply, this coin is absolutely as silver in color as it could be. Shiny. No hint of copper.

The surface is rough because of the plating of copper over zinc dust on the planchet. When struck this irregular surface will still show through. If the coin is plated or a zinc layer over the plating happens, the texture of the trapped zinc dust will still be seen. Your coin is shiny, so it was probably plated over the copper plating. On the real deal, there is no plating over the dust, so the surface is flat and normal:
1990-Lincoln-Penny.-Error-On-Liberty-&-Date?
Note the surface doesn't shine, but has a glow about it, rather than a plated coin. Your coin was altered and worth face value.
