I strongly disagree with the grade.
The obverse has dings on Liberty's right arm and the rock and area just west of her hand. The rest of what we see on the obverse is the die clashing. Ignoring the toning, the contact marks are mainstream MS-64, and very nearly MS-65.
The reverse not only is clashed, but was struck from a pitted die. There is a minor surface scratch above ONE and two deeper, but small scratches between the "O" of ONE and the "DI" of DIME. There is very minor surface chatter above the bow and a light staple scratch on the rim at 12:00. This, too, is mainstream MS-64.
IMHO, ignoring toning, the obverse is MS-64+ and the reverse is MS-64. I would net it down to MS-64 because of the blotchy obverse toning. I cannot see any basis for a net grade below MS-63.
This could be a crossover request with an MS-63 floor or a trip to the bean factory. Since PCGS wouldn't attribute the F-110, a trip to VSS or another variety attribution service might also be in order.
