I have tried to see if the "bubbles will mash down and they won't". Is this just a poor quality planchet?

This is zinc dust under the copper plating.

Yes exactly rather than plating bubbles, there is something solid (like zinc dust) trapped under the copper plating.

Zinc dust from me as well. If you weigh it, that should confirm it has a zinc core.
