Not an error, that is called a Ridge Ring caused by a deteriorating die.

You might wonder how it is raised, how is it a die issue? The coins are positives. The dies are negatives. So if the coin is showing a raised area, the die would be showing an incuse area. So on the fields of the coin the die is sinking on that area. Is is subsiding. This even affects the devices on the die showing shallow devices on the coin in the centers of those affected devices. But these are mostly seen on cents.

coop, any idea why this is so common on zinc cents? It seems like a softer metal like zinc would be easier on the dies.

As others have said, Ridge Ring. No added value sadly.

@lcutler I think just from using the dies longer in those years than they should have to save money

Not sure. Seems like more often happening on the later 1980's and 90's cents.
