My initial reaction is Die Deterioration, which has caused details to appear 'eroded'. Others will come along to weigh in.

If you had a roll of these you might find more examples. But keeping in mind these devices are incuse, damage would be hard to affect this type of incuse lettering. So I feel the raised devices on the die, may have been damaged (chipped off the die_ on those affected areas. If it were damage, like with a screw driver, the other field areas would also be pressed in on the fields. So while this is unusual, probably not a premium for this? Note the wavy rim also on those areas. So possibly the die was dropped and these raised devices on the die, took a beating. First time seeing this before.
