This quarter appears to have a well defined collar clash that begins at the M of Massachusetts and continues around the lower half of the reverse terminating around the second U in UNUM.
Also looks like a small Crack in 9 of the date.
Your thoughts are appreciated.

Seems like the widest collar clash I've seen. Most are confined to a smaller area.

Yes, it is pretty wild. Perhaps a significantly tilted die. Would this indicate the reverse die was the hammer die?

Yes. It is the hammer. The Anvil die is stationary. The Hammer one is the mover and the bruised one.
