Hello,I found this 1990 dime in my loose change and I'm curious if it's a mint error or post mint damage? Thanks for any help.

My first impression is that somebody shot at it with a shotgun using small pellets about the size of bird shot.

It is damage. You can see where it is protruding on the reverse.
If it was a Struck Through error, it would not protrude.

Damage to the coin. No way this could be a mint error. The quarter is showing a Grease Fill on those devices. Neither a premium for the coin.
