It all looks like PMD to me. I would not bother with grading it.IMHO.

I agree not worth paying for a slab, but I'm a little on the fence whether that first letter T has been damaged or was struck a little wonky considering that the die was quite tired when it was struck , or perhaps a little bit of both.

A lot of worn die damage on both sides but I am leaning towards PMD
as there is similar looking damage on Abe's head.
In either case, it is not an error.

I've seen this before on cents. It looks like a rough thin layer of grease and grit on the surface of the fields on that area. Note the fields are affected, but the tops of the devices are not affected. So It is probably a thin layer of grease on the surface of the fields, picking up grit/dust/powder from the running of that batch. I've never considered these as a plus for the coin, actually the opposite, making it a problem/distraction. The roll I noticed it on was on a 1937-S original roll. I don't have images of this as it was not something I considered as valuable. They are back in the roll somewhere. That same roll has some very strong Machine Doubling though:

You can see the striation lines from the movement of the Machine Doubling.
