Looks like Doubling caused by a worn die.
Just part of the minting process, no extra value.

You can several die events at the same time on a coin.
1. Machine Doubling leaves the outside/inside edges of the devices flatten by the machine.
2. The die was an aged die, thus making the devices altered in the directions of the closest rims.
3. Die flow on the fields is also part of the aging process.
4. Contact marks on the coin from circulation.
So many things can affect a coin. Or just one. Sometimes, like this coin, you can see multiple issues at the same time.
