The US Mint would never produce a coin like this.
PMD unfortunately, probably a parking lot victim.

When it was struck, it was normal. It was altered in circulation by someone altering it. Damage is damage regardless how it was done. So it is Post Strike damage.

Yes, have seen many similar examples across the spectrum of US coins. Post-strike damage of a virulent nature.

I was told this was a PMD coin and that it probably happened in a parking lot. How is that possible?

Take a new coin, drive to a concrete parking lot, and run over it about 50 times.
